5-Pillar Smart Recovery plan 🦠
How to slowly but surely return the population and the economy to a successful state of recovery and full functioning where the right etiquette is a consistent and sustainable prevention of the Covid-19 contagion.
"To relax" or "relaxing" should never be labels or terms in the vocabulary when developing a robust plan for the Covid-19 pandemic population and economy rescue and recovery process. Compliance practices such as stay-at-home, lock downs, and quarantines all help to create significant residual value in the recovery process.
These should be considered an ongoing crucial investment in preventing further contagion. These practices with a smart plan should be kept until an ultimate pandemic counteractive program is available based on a successful regimen of antivirals and vaccines.
Here is a simple but profound set of 5 pillars to almost guarantee a safe and effective return to "fractional-normal" as a precursor to "full-normal" where there is no room for the relaxation of practices. As such In God We Tru$t.
The FIRST Pillar, to maximize clinical testing practices (see below section) to 101% capacity for a data-oriented decision-making outcome while continuing to maintain assessment and compliance practices.
The SECOND Pillar, to prepare negative-results clinically-tested population for return to the economy while preparing positive-results clinically-tested population for recuperation and convalescence.
The THIRD Pillar, for State and Local governments to collaboratively decide and map what economic functions can begin to accept the return of an ongoing set of negative-results clinically-tested population.
The FOURTH Pillar, that per the clinical test data outcomes, to begin to scale upwards the return of ongoing sets of negative-results clinically-tested populations back to relevant economic functions as mapped by local and state governments.
The FIFTH Pillar, to repeat the pillars from the FIRST to the FIFTH until there are no more casualties and deaths from the pandemic.
Assessment and Compliance Practices
The population needs to abide by the following practices:
1) Stay-at-home
2) Comply with Lock downs
3) Maximize telework
4) Isolation
5) Quarantine
6) Use of face masks
7) Social and physical distancing with face masks when outside of the home, when in the office, outside of the office, and when in public places
Clinical Testing Practices
1) Perform sound, accurate, and verifiable testing of each person in a massively parallel fashion across all zip codes across tribal, county, state, and federal
2) Population with positive results comply with #1, #2, #3, #4, #5, and #6 and sets goal to convalesce towards retesting for negative test results
3) Population with negative results protect their negative result status and comply with #6 and #7 of the compliance practices
